Most service territories start life as a circle. Someone opens a map, drops a pin on the shop, and draws thirty miles around it. Everything inside is the territory.
That circle is a statement about geometry, not about work. It says nothing about how long a truck takes to cross it, how much qualifying property sits inside it, or how hard the local records are to pull.
A territory chosen from property data looks different, and it usually looks smaller. Here is how to build one.
Draw the boundary in drive time, not radius
A radius assumes travel is equally easy in every direction. Almost nowhere is that true. A river, a rail yard, a single bridge, a limited-access highway with widely spaced interchanges, or a mountain ridge will all split a circle into pieces that behave nothing alike.
Two addresses eight miles apart on opposite banks can be a forty-minute drive if the only crossing is upstream. A radius flatters that pair. A drive-time isochrone tells the truth about it.
- Build the boundary from morning and afternoon drive-time bands out of the yard, not from straight-line distance.
- Look for the choke points explicitly: bridges, tunnels, single arterials, seasonal road closures, toll crossings your crews will avoid.
- Check whether a band that looks continuous on the map is actually two disconnected lobes joined only through a crossing.
- Run the bands against the hours your crews actually travel. A territory that works at six in the morning may not work at four in the afternoon.
If a drive-time band splits cleanly into two lobes, treat them as two territory candidates and score them separately. Averaging them hides the weaker half.
Count qualifying stock, not total stock
Total building count is the number that sells a territory and the number that misleads you. What matters is how many properties inside the boundary meet the criteria you would actually pursue.
Write those criteria down before you count anything. For a commercial solar installer they might be a parcel land-use code in a defined set, a building footprint above a stated area, and no array visible in current imagery. For a service contractor they might be the opposite: an array present, and a permit or an imagery capture that puts the install several years back.
Then apply those criteria to every parcel in each candidate boundary and compare the counts per square mile rather than the totals.
- A large county with qualifying properties scattered across farmland can be a worse territory than a twelve-mile industrial corridor with fewer of them packed tight.
- Count residential and commercial stock separately. They are different sales motions and different crew days, and a mixed total conceals which one is carrying the territory.
- Look at where the density actually sits. A boundary whose qualifying stock all clusters in one corner is really a smaller territory with a long tail attached.
- Run the same count on the territory you already work. It gives you a baseline you trust, because you know what that territory produces.
Read the property mix before you commit a crew
A territory that is eighty percent one building type is a bet on one demand cycle. Big-box retail, light industrial, cold storage, schools, multifamily and single-family housing do not slow down at the same time or for the same reasons.
Assessor land-use codes give you the mix cheaply. Pull the code distribution across the qualifying set and look at the shape of it, not just the top entry.
Mix also determines the shape of your week. A roof of forty thousand square feet is one negotiation and several crew days. A street of houses is many short conversations and many short jobs. Both can be good work. They need different staffing, and a territory that only offers one of them limits how you can absorb a slow quarter.
Weigh route efficiency by the work you actually do
Route efficiency matters far more for recurring service than for one-off installation, and this is where circle-drawn territories fail most expensively.
An installation crew visits a site for a run of consecutive days. Travel is amortised across that run. A maintenance technician may hit several addresses in a day, and every mile between them is unbilled.
- For install-led work, judge the territory on whether a project is worth the trip at all.
- For service-led work, judge it on how many qualifying addresses sit within a short hop of each other.
- Test the routes with real addresses. Pick a plausible day of stops in each candidate territory and time it.
- Watch for the territory that looks dense on a map but strings its stock along a single congested corridor.
Treat records quality as a selection criterion
This is the criterion most teams skip, and it changes the cost of working a territory more than almost anything else on this list.
Counties publish very different things. Some post parcel geometry, a searchable permit index going back years, and current assessor attributes. Others post a lookup that returns one parcel at a time and nothing else. A territory in the second kind of county is not unworkable, but every qualification step in it costs more staff time, and the checks you cannot run remotely become field time or phone time.
- Does the county publish parcel geometry, or only a per-address lookup?
- Is there a permit index you can search by address and date, and how far back does it go?
- How current are the assessor attributes, and what is the assessment cycle?
- When was the county last flown for public aerial imagery, and how coarse is the elevation coverage?
- Do the municipalities inside the county run their own permit systems separately from the county's?
Score each candidate territory on those answers alongside density and drive time. A slightly thinner territory in a county that publishes well can be cheaper to work than a denser one where every property needs a phone call to qualify.
Put the criteria in writing first
Whichever way you score, write the criteria down before you pull the data. Otherwise the numbers arrive first and the criteria bend to fit whichever territory the numbers happened to favour.
Score two or three candidate boundaries the same way, keep the counts and the records notes, and revisit them after a quarter of real work. The territory you chose becomes the baseline for the next one.
